Every year, Delhi breathes its worst air from Nov 1 to 15: DPCC data
Current Affairs The capital's average PM2.5 level oscillates between very poor and severe categories from October 16 to February 15. It records an average PM2.5 concentration of 285 micrograms per cubic metre from November 1 to November 15.
PM2.5 level from 61 to 120 is considered moderate to poor, 121 to 250 is very poor, 251 to 350 is severe and more than 350 is severe plus.

NEW DELHI:
In the cabinet meeting chaired by Chief Minister Arvind Kejriwal, MoU has been approved between IIT Kanpur and Delhi Pollution Control Committee (DPCC). There has been an agreement between the Kejriwal government and IIT Kanpur regarding technology. After which accurate information about the real-time source of air pollution will now be available in Delhi. The sources of air pollution will be tracked in real-time. A forecast will be issued for air pollution management in Delhi. CM Arvind Kejriwal said that this will go a long way in identifying and resolving various factors of Delhi's pollution.
A detailed proposal is put forward titled- “Real-Time Source Apportionment and Forecasting for Advance Air Pollution Management in Delhi” and has been submitted by Prof Mukesh Sharma, IIT-Kanpur. A team of IIT-Kanpur, IIT-Delhi, The Energy & Resources Institute (TERI), and IISER Mohali will execute the study in the national capital. Delhi Pollution Control Committee (On Behalf of Department of Environment GNCTD) has been authorized to act as the nodal agency for finalizing and implementing the terms of reference of the proposed study and finalize payment conditions and sign MoU with IIT-Kanpur led consortium with approval of the Cabinet.
The technology to carry out real-time source apportionment of pollution has not been implemented in any other city in the country. Weekly, monthly, and seasonal interpretation of air quality will take place, along with additional knowledge of PAHs, molecular markers, and secondary organic and inorganic aerosols. Also, PM10 source apportionment will be considered after the winter analysis of PM2.5 and source apportionment, which will have separate financial implications. State-of-the-art supersite capable of monitoring NOx, SO2, Ozone, BTX, elemental carbon, organic carbon, and other organic compounds will take place. Forecasting air quality and Air Quality Index (AQI) at multiple locations, within and outside Delhi will be controlled wherever feasible.
With today’s approval from the Cabinet, the scientists will start working on this innovative project in full swing. This will go a long way in identifying the various factors contributing to Delhi pollution and resolving them. Low cost unmanned spatial monitoring network for hotspots and critical areas will be carried out. The funds will be used under the planning scheme of “Pollution Control and Hazard Management” as “Matching Saving” by the Finance Department for releasing funds on-demand basis to DPCC. GNCTD will allocate fund amounts up to Rs. 12.727 crores for the above purpose.
The “Real-time Source apportionment” project will help identify the factors responsible for the spike in air pollution at any spot in Delhi. It will help understand the real-time impact of various pollution sources like vehicles, dust, biomass burning, stubble burning, and emissions from industries. Based on the results obtained, the Delhi government will be able to take the necessary actions to curb the sources of pollution. This is to ensure smooth implementation of the project, attainment of the objectives, and efficient monitoring of the project. This will go a long way in identifying the various factors contributing to Delhi's pollution and addressing those factors

Yesterday was a pretty crazy day. It snowed so much. Thank god the roads were not slick to drive.
After Nic and I were done from our duties of that day, we planned to meet Aleena and Kenny at the Outback restaurant to have tastiylicious steaks for dinner.
Aleena, Kenny, and me shared a fried onion that looked like a fried flower as an appetizer. Nic believes onions are the Devil’s apple. Too bad. This appetizer was so yummy.
Aleena is a very special friend of ours. Nic works along with Aleena every day. She is very special to me because she became my first friend I ever made when I officially moved to Colorado. She is so empathetic, so happy, and whenever I am with her I feel like relaxed. She always inspires me the vibe of “everything will be alright.”
I am very grateful towards her. Every time she has seen me stressed, she always transmits me so much hope and faith. Anyways!
After we had our dinner, we headed to Pop Culture Classroom’s Open House.
Pop Culture Classroom welcomed teachers to see what PCC is about, and also to offer amazing discounts for this upcoming Denver Pop Culture Con.
As an ESL Tutor at a Middle School that have created a Bi-literacy Comic Book Club, I decided to show up with my trifold that was shown this past Wednesday for Showcase Night at NAMS.
I wasn’t going to show my trifold, but then Tory Baldwin, a very splendid pop culture fellow friend from Jeffco’s ESL Department, encouraged me to do so.
I met PCC’s Classroom Programming Coordinator, Matt Slayter, and he suggested me to fill out an application. I did talk a little bit about the Bi-Literacy Comic Book Club I created at NAMS. I saw him busy, and decided to go into the classroom along with Nic, Aleena, and Kenny. Let me tell you that their classroom was like a wonderland of pop culture to me. If I were a kid again and visited this place, I would say this is the safest place I would call a second home for me.
By the time I sat down and showed Nic a graphic novel, PCC’s, Bruce MacIntosh, reached me and we were engaged into a conversation full of projects that would help PCC be more inclusive. I definitely would love to be part of their team. I can see myself working collections of English-Spanish graphic novels.
I would be delighted to translate their programs into Spanish, and working programs for Spanish speakers.
I was (and still am) hyped with the idea of building a good curriculum for a Bi-Literacy Comic Book panel to offer at DPCC.
We walked away from PCC with a big box full of comics that Mr. MacIntosh gave us as a token of his appreciation towards sharing Pop Culture love to our students. We are definitely going to use these comics for our projects, and give comics away to our students as rewards.
I am very grateful towards our friends Kenny and Aleena because they were so patient and supportive while I was talking to Mr. MacIntosh.
When we finally reached to our cars, Aleena surprised me with the most awesome gift. I was deeply touched to have received an Arale to build.
That has been such a lovely evening full of surprises and amazing projects to work on.

The officials of South Delhi Municipal Corporation (SDMC) on Saturday emphasised on the participation of Residents Welfare Association (RWA) and the land owning agency Delhi Development Authority (DDA) to make an effective model on waste management and sanitation in Dwarka.
Higher officials from SDMC like Deputy Commissioner Vishwendra Singh and Leader of the House Kamaljeet Sehrawat focused on such model in a meeting organised at SDMC Community Centre in Sector 23.
More than hundred people from various RWAs, social organisations and managements of the societies discussed the issue with the officials of SDMC including the staffs of sanitation department in Dwarka.
During the meeting, the RWAs shared their feedback on the present system of waste management. They asked the SDMC people about the ways to improve the system as sectors 22 and 23 have been taken as model sector for proper waste management and composting from societies to dhalao and composting pits.
Leader of the House, Kamaljeet Sehrawat said that the DDA would be involved in the system. She said, “Roadsides, footpaths, vacant lands etc are under DDA and it would be very effective if they come for the cause of sanitation with us. We are going to write them for the model. If SDMC, DDA and RWA would work together then the result would be more fruitful.”
Sehrawat informed that the model would be formed in January. She also said that a review meeting would be organised in last week of January 2019.
Sehrawat said that 30 compressor machines were going to be installed at 30 locations to manage waste. She also said that a large garbage professor unit would be installed at Sector 24 and for that the work had already been started.
On the other hand in the meeting a resident forum for each sector was discussed to be formed. According to the DC, in each forum the RWA representatives and the Assistant Sanitary Inspector of the area would be there to monitor the sanitation work. A periodic review would be done. The forum would be active from next year.
On the occasion, along with President Sushil Kumar and general secretary AS Chatwal, the newly elected team of Dwarka Forum was also present. They gave a memorandum to the SDMC with the bullet points to work upon the sanitation and solid waste management.
President of Dwarka Forum said, “We raised concern on pollution and overall sanitation including the solid waste management, garbage collection and segregation, sweeping of roads, de-silting of sewer drains, poor condition of dustbins installed and dhalao, public toilets etc. DC assured us to sort out most of the issues within a stipulated time frame.”
The solid waste management pilot project is progressing well and soon it will be implemented all across Dwarka. Some residents of Sector 23 objected that in the process of composting in the neighborhood parks, emission of gas may increase pollution. DC assured that it will be assessed by expert team of DPCC and residents would not suffer.
Some residents raised the issue of mismanagement at SDMC's cremation ground of Sector 2. DC assured to streamline the system and offered to take the responsibility by any NGO, RWAs or any association.

Procedure for Uttar Pradesh Pollution Control Board Consent
